There is little doubt that late Victorian slums were the consequence of the rapid industrialisation and urbanisation of the country, which led to a more dramatic separation between the rich and the poor, known as the two-nation divide, with incomparably different lifestyles and living standards.

Slumming, which became a way of getting immersed in slum culture, contributed to the development of public awareness that slum conditions were not providential and deviant, but rather afflicted by the economy and circumstances, and could be improved by an adequate economic, social and cultural policy.
