Are English people too lazy to learn foreign languages?

Yesterday, I was discussing with a friend about English people learning French, and she just told me that many people in England find it useless to spend time struggling with foreign languages, because/since? they assume that English is an internationally practised language.

However, I must say I am not quite satisfied with this reply, since I have had a few English friends who could perfectly speak French or any other foreign language.

I finally came to the conclusion that foreign languages may not be compulsory in English schools or that the way they are taught might not be attractive enough to motivate learners...
