This picture is a drawing of Uncle Sam which is a common national personnification of the United sates.

This is why he is wearing the american colors (blue, white and red) along with the stars and the red and white strips which remains of the american flag.

All around him, we can see 12 people who are taking care of him : A woman is sewing his jacket while another one is sweeping it, 3 people are brushing and washing his hair and his beard, 2 people are polishing his shoes, 2 other are painting his clothing and an other one is ironing his throusers.

All those 12 people represent immigrants who came to the USA in order to live the american dream, which includes having a good job and a pleasant life but this drawing shows that they held unskilled jobs and are considered as menial no matter how hard they work
