You can book a tour.
During the tour you can climb to the top.
The cheapest way is take a ferry which is called,,Stutten Inland,, it's not a cruise ship, so it doesn't stop, but it goes very close to the Statue of Liberty .

This is the Ellis Island museum .
This is a great museum about the immigrants that came here.
