Solving a range of important issues (for example, the democracy progress, the protection of human rights) such international organizations and associations as the Council of Europe and the EU, are vested with supranational authorities and get the ability to determine norms and rules that states are obligated to observe.

The lines and fields of the organizations activities begin to concide and overlap.

That means that the priority of regulating such important activity spheres as protection of human rights, democracy progress, youth policy, etc. that used to be the main tasks of the Council of Europe, can partly move to another organization doesn’t have enough competence for that. Namely the EU.

In this regard it is interesting to analyze the political factors, the reasons and the instruments that influenced these changes of the Council of Europe and the EU role.

The author of the monograph analyzes the main ways of interaction between the Council of Europe and the EU in three field – human rights, democracy progress, youth policy.

This monograph is intended for political science and international relations researchers handling the problematics.
