The system of administrative have got 2 parts: a general part includes regulations concerning administration as a whole and a special part which consists in regulations acting in special fields of executive power.

The general part includes institutes which determining an administrative status of citizenships and non-government organizations, institutes which safeguarding lawfulness of executive power and institutes regulating compulsion.

The special part includes institutes which regulate: -providing safety of citizenships, society and a state and also administrative and political activities; -economic and social activities; -activities of the state administration in organization and realization political, economic and other external communications.

Targets of administrative law: 1) creating conditions for efficient activities of executive power; 2) safeguarding possibilities of realization of right and freedoms of citizens, public association and enterprises; 3) safeguarding against administrative arbitrariness.
