III) The change-over phenomenon: This changeover phenomenon is that which makes British regime in ahead of other regimes.

So, the more it does its job well, the more it forces the majority to do its job well as well.

This creates the two party system (bipartism): minority knows that it can win the next election & the majority knows that is can lose.

So, there is a real sense of respect for the minority.

IV) The government's opinion: - The opposition has a positive role because it puts pressure on the majority.

This implies that the 2 parties have to present a realistic program because they have equal opportunities to be elected (two party system).

> Here, the role of the minority is to ensure that the winning party implements the program that it promised during its campaign in the best manner possible.

> In addition, if the program is not suitable for social activities during his term, he will have to revise its program because the minority will consider whether it is consistent with the expectations of the nation or not.

So, we have an important supervision of the minority that takes over the public opinion.
