Looking to Live in French-speaking country

I'm an American looking to study abroad THE FULL 4-6 YEARS OF STUDYING IN UNIVERSITY. I'm thinking of either Belgium or Switzerland (they are a bit cheaper than France, and they are home to multi national people), but I would be looking for any help in French. Ever since I started studying Russian I've pretty much forgotten all my French, which is sad and means I have to stary from square one. I'm looking to start attending university, or working, in the country in about 2 years. Any help is appreciated. Of course I'll give out any help I can, whether its in Russian or English
