I think anime/manga/j-pop fans are OK because they are not so harmful.

But I agree that there are really annoying ones like frauds or spammers.

ざ ん ね ん で す ね ...　 Sucks about needing a Japanese mobile phone, but I guess it makes sense, since otherwise the site would be flooded with the annoying anime/manga/j-pop fans. And I mean the really annoying ones.
