Analysis of China’s Medical Insurance Payment Reform Abstract: With the rapid development of today's global society, every country is looking for a better medical and health system to adapt the country's development, but the effects are variable.

Based on China's national conditions - a large population base, unbalanced development between the east and the west, China's medical reform has a long way to go.

Public hospital reform as an important part of the medical system reform, its effect will directly affect the result of the health care reform.

This article from the perspective of the medical insurance payment reform, make a brief analysis and demonstration on the reform.

The Domestic Status Opinions on Deepening the Health Care System Reform and The Recent Key Implementation Plan of the Medical and Health System Reform (2009-2011) have been launched in 2009 by the CPC Central Committee and the State Council.

Both of them set forth the goal of the public hospital reform pilot.

In 2010 The Guidelines was jointly issued by the Ministry of Health and several other departments.

It is a wide involves and difficult social system to Deepen the medical and health system reform, so it needs to be on the basis of clearing the direction and framework, and through a long period of explore with hard work and perseverance.

Only in this way, we can gradually build a medical and health system, which in line with China's national condition and ensure the reform goes smoothly.[1] Reform of public hospitals involved in a game of different interest parties, multiple departments, multiple systems, so it needs a number of measures to coordinate and cooperate to promote to realize the goal of the reform.[2] However, public hospital compensation mechanism reform becomes the focus and the difficulty of the reform of public hospital.

From the beginning of the 1950s, China has adopted administrative controls on the prices of medical services, and started the implementation of medicine markups policy, so it is been a long time that the compensation channels of China’s public hospital consists of three parts: the government subsidies, medical services charges, medicine markups.

However, with the pace of reform and opening up, the National rising demand for health care services, but the medical services prices are still subjected to the government management.

Public hospital can not raise the medical services prices by themselves.

And even worse, the proportion of government subsidies falling rather than rising, government financing responsibility weakening.

These two reasons have directly led the situation, wherein a hospital subsidizes its medical services with overly expensive drug prescriptions of public hospital.

The price of the public hospital medicine stay high, so the difficulty and expense of medical service for residents increasingly serious.
